		<description>anevermind - You are correct, more then likely these larger centers had other signs of an issue. My point was that other small to medium size networks who are connected or related to the larger scale providers could be alerted in a shorter period of time.</description>

		<description>That&#039;s cute and all, but detecting an outage is not the problem;  i suspect very strongly that folks knew about the failures.  Sometimes major power infrastructure fails, and cheap monitoring is not going to stop that..</description>
